This video outlines the conditions where vortex tube cooling units are best used for air conditioning electrical and electronic enclosures.

Vortex tube-operated Cabinet Enclosure Coolers, or Panel Coolers utilize compressed air to operate, and that energy cost needs to be offset by savings in other aspects of the application.

Four aspects should be considered: environment, space, accessibility, and overall maintenance cost.

The most humid and dirty or dusty the factory environment, the more likely a traditional air conditioning unit will be adversely affected and have a shorter life span.  Air conditioners are highly susceptible to their environment; the harsher, the shorter their life span.

If the control panel is subject to vibration, this will require increased refrigerant replacement and costly downtime.   Vortex coolers are not affected by vibration and are extremely rugged and effective in these nasty environments, with lifetimes of up to 20 years.

If space is an issue, vortex coolers are very compact and take little space compared to alternative air conditioning systems.  They are usually mounted on the top of a control cabinet but can also be mounted on the side using an optional side mount.

A functioning control panel is essential in any manufacturing operation. Vortex coolers are highly reliable and ideal for use, especially when the control enclosure is not accessible, as they have virtually no maintenance.

The dirtier and harsh the environment, the higher the maintenance of traditional air conditioning systems in both material cost and labor.  Filters on air conditioners may require weekly, if not daily, cleaning or replacement.   Even removing condensate and avoiding plugs can be an issue.

Panel Coolers create no condensate to remove.  They keep control enclosures at a positive pressure to keep panels clean, and no filters are utilized.   So there is nothing to maintain.   The more critical the control panel, the more vortex coolers are required due to their high reliability and operation security.
